IMHO: Pakistan must be encouraged to defend its air space--that is a sign of a capable, competent, and self-assured military.
Those who would argue that arms sold to Pakistan will provide Al Qaeda or Taliban sympathetic (or overrun) tribes with weapons on another day either deny, ignore, or hide the fact that Pakistani military and paramilitary forces are well into the field today, unquestionably reducing the presence of "foreigners" in the border areas, also reducing numbers of Taliban fighters who engage in combat, and they are for that combat or exposure--just being there--taking on casualties of their own.
Monitor, but let Pakistan's Defense Forces defend Pakistanis, and especially tribes much affected by AQ-ordered or influenced assassination and intimidation.
