Somalia - How Bad?

It was cold now and Ahmed ordered his assistant to switch off the air- conditioning. "You can say that the idea of a state is non-existent in Somalia. We have to teach people what a state is." [1]

The "Ahmed" quoted above is Somalia's President Sheikh Sharif Sheikh Ahmed.
